Could someone tell me how to encode an H.264 file to a WMV file

H.264 file info:

size: 47.42 MB
Data rate: 8.69MB/s
size: 1440x1080
fps: 23.98

I want to convert it to the following WMV

Data rate: 768 kbit/s
size: 320x240 (QVGA)
fps: 24

I have no experience in video encoding. Could you please help me.

Hello, please use Xilisoft Video Converter. It is really a perfect tool which can convert between almost all popular videos such as MOV, RM, AVI, MPEG, WMV, 3GP, H.264/MPEG-4 AVC etc. I use it and like it. Grin

recently,so many files like MP4  need  convert to other format files.you can choose a complete  software in order to get  more functions and convenience
