i posted this here because no one has been responding to the fairuse wizard section
at the bottom.
anyway.

some XVID files that i encode using FairUse Wizard 'are' the size that i tell it to be ...
but some it encodes are ALOT smaller therefore making the picture VERY pixelated.
what should i do ?

Increase the number of CD's.

possibly try using updated Xvid or another codec, fairuse has problems calculating file size sometimes.  or divx.
