I rip some mives to my HDD already but the size is too big for me to fit it in to DVD Media. please help

DVD Shrink will do just fine for the shrinking part.

The problem is that I only ripped the VOB files and nothing else.... DVD shrink does not work with only VOB files. And the VOB files total to be about 7GB so am I out of luck?

You can create a DVD using IfoEdit and then load it in DVD Shrink. Of course you authoring program if you want.
