CONVERTING VIDEO TO DVD

Hi everybody, long ago I posted this topic but I didn't get answers.
I have a very basic question:

If you have an FLV or AVI or MPEG file, how do you set the best parameters for conversion to dvd (playable on a stand alone dvd?). Since dvd is much more flexible than cd, setting the MAXIMUM parameters (VBR, highest bitrates for audio and video, etc) is easy. But if you have a shitty flv or avi file it's overkill to set such parameters for your DVD conversion.
Yet there should be optimal conversion settings for converting such low resolution files. An FLV file downloaded from YouTube was 10,5 MB but when I converted this file (with TMPGenc) to a dvd-compliant file it became 194 MB!!!!!
So, is there a list or guide giving me the optimal parameters for converting my FLV/AVI/MPEG video files to STAND-ALONE playable dvd-compliant files, WITHOUT adding SUPERFLUOUS MB'S ?

Have a iPod? Do you want to put all your videos and DVD movies on your iPod or transfer the iPod movies and music to computer?
