Well for the VHS part,I\'d go and buy a TV Tuner Card from an Online PC Hardwere store.It\'s more cheap to buy them online because they can sell for anywere from just $50.00 to $80.00,and that expencive any way you look at it.
The VOB\'s you can just brun them direct to DVD,or use an app like temeg or dvdx to recode them to an mpeg fourmat like divx or xvid.
For the softwere to make the meuns,thats a good one,we have been asked that many times and have yet to see softwere that can do just that,We say to use NeroRecode 2,but that can only do so much.If you did not recive softwere with your dvd bruner that will do that,I\'d go shopping at a pc softwere store for the most expencive one they have,it will prob have something along the lines of what you want.

Unknown.I have not tryed TMPGEnc DVD Author,I can not because I may start conflicts by installing it.But I do hear it is a good app that many seem to enjoy useing.
For NeroRecode2,You can make menus and make a fanbased pro looking dvd.But the app gets buggy at times and become quite a bitch if you do not have much RAM.
